Can Foreigners Buy Property in Dubai?

Who is allowed to buy an apartment in Dubai, whether residency is required, and what international buyers need in practice.

Yes. Foreign nationals, residents and non-residents alike, can buy apartments in Dubai's designated ownership areas. A UAE residence visa is not a precondition for owning property, and there is no general requirement to live in the UAE.

This page covers eligibility and the practicalities for international buyers. Which districts are freehold and what the tenure itself means are covered separately in the freehold buyer's guide.

Do you need UAE residency to buy an apartment in Dubai?

No. Residency is not a legal condition of ownership in Dubai's designated areas. Non-residents complete the same registration with the Dubai Land Department as residents do.

Residency can matter indirectly: some banks restrict or price mortgages differently for non-residents, and some administrative steps are simpler with an Emirates ID. Neither changes your right to own.

Who counts as a foreign buyer

  • Non-resident foreign nationals buying from abroad.
  • Foreign nationals holding UAE residence visas.
  • GCC nationals, who may own more widely than in designated areas only.
  • Foreign-owned companies, where the developer and the authority accept corporate ownership for that unit.

Where foreign nationals may buy

Foreign ownership is tied to the area and the development, not to the buyer's visa status. Designated areas include well-known apartment districts such as Downtown Dubai, Dubai Marina, Business Bay, Palm Jumeirah and Jumeirah Village Circle.

Outside designated areas, ownership is generally restricted. Confirm a specific building's status with the Dubai Land Department rather than relying on a listing description.

What an international buyer typically needs

  • A valid passport; an Emirates ID as well if you are a UAE resident.
  • Proof of funds and source-of-funds information, as required by the bank or trustee office.
  • A signed sale contract of the type used in Dubai for that transaction.
  • A notarised power of attorney if you cannot attend the transfer in person.
  • Banking arrangements for transferring funds into the UAE, including manager's cheques where required.

Buying remotely from abroad

Purchases can be completed without travelling, usually through a power of attorney and, for some steps, DLD digital services. The document requirements for a power of attorney executed abroad, notarisation, legalisation and translation, should be confirmed before signing anything.

Does buying property give you a visa?

Property ownership is relevant to certain UAE residence visa routes, but eligibility depends on thresholds and conditions set by the authorities, and these change. Treat any visa outcome as something to verify with the official UAE government portal before it influences a purchase decision.

Common mistakes by international buyers

  • Assuming every Dubai district is open to foreign ownership.
  • Paying a deposit before confirming the unit's ownership status and any developer restrictions.
  • Underestimating registration and transfer costs on top of the purchase price.
  • Signing a power of attorney that is too broad or not properly legalised.
  • Overlooking tax obligations in the buyer's own country of residence.

Frequently asked questions

Can foreigners buy apartments in Dubai?
Yes. Foreign nationals may own apartments in Dubai's designated ownership areas, and ownership is registered with the Dubai Land Department in the buyer's name.
Can I buy property in Dubai without residency?
Yes. A UAE residence visa is not required to buy. Residency mainly affects financing options and some administrative convenience, not the right to own.
Can I buy an apartment in Dubai without visiting?
In most cases yes, using a properly notarised and legalised power of attorney plus digital DLD services. Confirm the exact document requirements for your country before signing.
Are there restrictions on which apartments foreigners can buy?
The restriction is geographic and by development, not personal. Confirm that the specific building sits in a designated ownership area before committing.
